It's official: New York's HAIL Act, which among others things imposed a 50-cents per trip tax on taxi trips that begin in New York City and end anywhere in the Metropolitan Commuter Transportation District, is the law of the land. The state's highest court upheld its constitutionality, and now the tax department is providing guidance on this tax in Technical Memorandum TSB-M-13(8)M, (6)S.
